The <a href="http://www.state.gov/" rel="nofollow">U.S. State Department</a> has been powered by <a href="http://www.webgui.org/" rel="nofollow">WebGui</a>, a GPL'ed CMS based on PERL, for awhile. <a href="http://en.wikipedia.org/wiki/Selinux" rel="nofollow">SELinux</a> was also incubated at the DOD, and of course <a href="http://worldvista.org/AboutVistA" rel="nofollow">VistA</a>, the open source EHR in use at the VA.
